I am not going to be easy on this one. I have been using Ps for 8 years and all I can say is I am disappointed how buggy it has become for the past couple of months or a year. Whenever I move a picture, zoom, use brush tool or erase tool hence even if I have just levels layer active and do some drawings I get this bug. Google hasn't found any solution so I was forced to write here because i need to get my work done. And yes I have the latest version.

Try going to Preferences - Technology Previews and checking Deactivate Native Canvas then click OK and close and restart Photoshop.
