If you are sure you are following proper Uninstall procedures. As a last resort there is a Windows tool to remove difficult programs.

It requires the Windows installation product code to identify PS 2024. How do I find that?

That doesn't make any sense. Please be specific, and post screenshots of any on-screen messages that come up.

I'm frustrated.
How can a program be so hard to uninstall? I have full admin privileges.
Every guide I have followed the last few hours have ended with the same results or new unanswered questions.
How incompetent are the developers at Adobe?
I DON'T have the time to sit like this with something that should be so simple.
I want to nuke the entire device to get rid of everything Adobe by now!
And I'm no amateur. I work with VDC and Servicedesk!

There is no such thing as a "Windows installation product code" - whatever that is - required to uninstall an Adobe application. It doesn't make any sense.
Obviously you do need to be signed in with your Adobe user name and password to use the applications, but that's it.
Screenshots, please.

@westdr1dwto whom I replied, suggest using the Windows uninstall helper.
My CC app shows no PS was installed, but the app is still there in Windows and can be started. It is seen in Program & Features, but cant be uninstalled. It just opens CC for uninstallations, but CC don't recognized PS as being installed. So I try the MS uninstall troubleshooter. [1]
It too can't find PS among installed applications, so I say it is not in the list. [2]
The troubleshooter asks for the Photoshop product code for the Windows installation. [3]
What product code is that, if I'm to attempt the suggested solution I replied to.
Kindly...

Sign out of the CC desktop app and sign back in. This forces a full rescan of all installed applications. It can happen that the CC app loses connection with one of the installed apps.
If it shows up then, uninstall from the CC app.
Do not uninstall through Windows except as a last resort.
You say "the app is still there in Windows and can be started". Where exactly is this, can you show a screenshot? Does Photoshop actually launch this way?

I have tried that several times already.
The weird thing is I can upgrade to newer versions of PS and check "About PS" and it will say it is version 26.2.
Then I uninstall PS, it all seems to work perfectly, but when it's done 25.9.1 is still there working just as before.

What version of macOS are you using?
Open the Adobe Creative Cloud Application
/Applications/Adobe Creative Cloud/Adobe Creative Cloud
Then under Apps>All apps next the Open button for that version of Photoshop click on the three small dots and click Uninstall.
While you at it i would uninstall both Photoshop 2023 and 2024 then reinstall Photoshop 2024 so all the file associations, etc are correct

What happens when you click Uninstall Adobe Photoshop 2023 in
/Applications/Adobe Photoshop 2023?
If you right click on Uninstall Adobe Photoshop 2023 and click Show Original does that take you to an Uninstall folder with the item highlighted?

Thanks everybody, I've found the solution:
- reinstall the older version from CC (it doesn't affect the most recent version already installed)
- uninstall it immeditaly after from CC (and not from the unistall option in Finder)

Which again confirms what we've been saying all along. Do all installs/uninstalls/updates from the CC desktop app. That's what it's there for.
