To clear unused scratch disk space and memory that photoshop doesn't need at the moment, you can Hold down Option (macOS) or Alt (Windows) and choose About Photoshop.

A better option would be a much bigger internal or external drive, say 2 to 4 TB to handle the photoshop scratch disk.

How you know that operation happens while holding Alt and clicking that Help menu item?

I checked size of 'Photoshop Temp' file in 'C:\Users\User\AppData\Local\Temp' before this action and then after it and noticed the size of file decreased of 30 MB, so it seems it works. Where you've found it?

I believe their is a thread on photoshop.com that deals with this subject, but since photoshop.com was shutdown, finding that thread is proving difficult, however i did find this.

In the June 2015 photoshop release notes under Other enhancements it says

(towards the bottom of the page)

"There's a new command to release all RAM and scratch disk use. Hold down the Option/Alt key and select About Photoshop. Or, select Edit > Purge > All."

New features summary / Adobe Photoshop CC 2015 (June and November releases)

Edit:

I guess this was the post i was looking for:

You will only be able to clear out  temp files that are not being used.  Ones that were left behind when applications closed down.  You would not be able to clear out Photoshop temp files and scratch  space in use by photoshop. Other running application and system  services may also have files in use in temp space. You do not need to script that.  You can use something like  Windows file explorer to select all temp files and folders and delete ones not is use.
