Cant open any photoshop panel menu (ladder icon right top) on my second screen

I can't open any photoshop panel menu (ladder icon right top) on my second screen. I need to move the window to my main screen and then it works again. Restart didn't solve the problem. 

 

Mac: M1 Max Sonoma 14.0

Photoshop 25.3.1 and the newest Beta.
