How can i make the background of this certificate the same, as you can see the right side of the cert is darker than the left.

Hi there are many ways , one of simple way is copy right area using rectangular marquee tool then paste on left side and soft its edges to make a blend using brush tool or opacity gradient....Regards

I am new to photoshop i know how to do some things but this is an image with no layers and all i want it the same colour for the background. ive tried to find the author of the certificate to see if they have a pdf i can purchase off them.

I would re-scan on a flatbed scanner.  Lay dark towels and books on top of the document to keep it flat and avoid dark shadows from appearing.

 

I made a copy of the image layer with Ctrl + J and ran Image > Adjustments > Curves a few times to remove dark shadows.
