Hi. If this is happening when opening Photoshop directly (as opposed to opening a Photoshop file), it's likely you need to unstall and reinstall Photoshop. I recommend using the Adobe Cleaner tool: https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
Then, reinstall Photoshop from scratch, using the Creative Cloud Installer: https://www.adobe.com/creativecloud/desktop-app.html
