The confusion was caused by your referring to the Layers panel as the Levels panel. To copy an alpha channel from Channels to Layers choose the alpha channel, then Select > All followed by Edit > Copy. Then click on the RGB channel to highlight your RGB channels and turn the eye off adjacent to the alpha channel. Next, move to Layers panel and Edit > Paste. Repeat for each alpha channel you wish to copy. You can rearrange their sequence in Layers. if desired, by dragging the layers into the desired position.  Good luck.

(I posted this response previusly but for some reason it was removed.)

Please define what you mean by Levels since it is not Image > Adjustments > Levels.

Can you explain a little more exactly what you mean by "create alpha channel levels" .
I too thought that D.Fosse answered your question as he explained how to adjust the levels in an alpha channel. Do you mean luminosity masks?

Target the alpha channel in the Channels panel, and Image > Adjust > Levels.

Some have requested adjustment layers for this (and I'd be in on that), but so far that's not possible. You have to make a direct adjustment.
