What does this error mean? At what stage of the action did I make a mistake?

I agree with Chuck. Take a look at the name of the layer selected in the panel and compare to the action step.

It usually means that the file you're trying to use the action on isn't setup the same way as the one that was used for recording the action. What step stopped the action? Can you post a screen shot of the action steps?
