Error loading at of ippCV library

(Windows 11)When i try to open photo shop 2023 it gives me a error that says "Your application is dynamically linked with Intel(R) IPP libraries version 2021.6 (r0xbffe3ch6) no DLL from the list below is is found on the system search path: ippcvm.dll (the most suitable dor your CPU) Plwase provide a path to at least one of them

Photoshop requires a processor that supports SSE4.2 It looks like your processor, released in 2010, does not.
