Just a note, layer visibility affects the layer selection, so if the layer visibility is off for the next sequential layer, the layer will be skipped and the next visible layer will be selected when using Alt/Opt + [ or Alt/Opt + ]
Scripts can overcome this layer selection visibility issue, however, it is also possible to do so using actions by toggling visibility for all layers before and after the relative layer selection step (alt/opt click the layer visibility eyeball icon):

AFAIK, the only real solution is to buy a QUERTY keyboard and get used to it.
I still want to get one for me a.s.a.p.
There are a bunch of shortcuts and behaviors you can't get to with shortcut workarounds, some that are very handy, like for the Clone Tool. I wish I went querty 30 years ago. I did work with querty on early computers (ZX-81, ZX-Spectrum 😉 ) and got used to it fast.
