export multiple layers and a set background to files photoshop cc

It is impossible to tell what is going on with that screenshot. Cropping to only show the layers panel and uploading at original resolution/largest size would help. It would also be good to see the very top and very bottom of the layers panel to try to work out the layer structure, or you could upload a low resolution copy of the layered file to a file sharing site and provide a download link for testing.

This project is most likely beyond my current scripting level as I would envision the process.

I would probably use a less than ideal two-step  hybrid method... Use an existing script such as export layers to files, then use a batch action or Image Processor or Image Processor Pro script to bulk add the static background and logo to each variable image using an action.

The standard suggestion would be to use Layer Comps and then use a standard script to save Layer Comps to files.

The "problem" with that is for 100+ image variations is that you are going to have to manually turn the visibility of the "variable" layers on and off each time, while keeping the static background layer + logo layer visible... Then create a Layer Comp. In addition to this manual work, the master PSD file will grow in file size as it stores the Layer Comp variations in the file (this may or may not be an issue).

So, I believe that you will need a scripted solution – which the script author would need to know/understand your master file's layer structure. Showing some screenshots of the layers panel would be a good place to start so that any interested scripters could comment based on the facts at hand.

P.S. Another option could be "data driven graphics" using Phototshop Variables and a spreadsheet to control layer visibility.
