Eye droper and brush tool for Ph

When I open the Eye dropper tool or Brush tool it doesn’t show me a circle and I can’t mark the Show Sempling ring. What am I doing wrong?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible and the Eyedropper Tool selected? 

What are the Photoshop > Preferences > Cursors settings? 

What are the Photoshop > Preferences > Performance > Graphics Processor Settings?

What is it showing you? Go to Preferences, Cursors - what is it set to? Are the tools working or is it just that the cursor isn't showing up the way that you want?
