Fill and patterns don't fill the entire layer

I'm having this weird issue. As soon as I fill my workspace with a color or a pattern which I want to have in my background it would not fill the entire layer. Instead the fill / pattern would go around the motive. In previous Photoshop versions it worked fine. Does anyone know how I could fix this issue?

Active selection can be hidden and not visible on screen. You can show/hide selection from View > Shoe menu or using Ctrl + H keyboard shortcut. Another method is to press Ctrl + D to remove any active selection before filling selected layer with pattern. Do you use Edit > Fill to fill layer with pattern?

There is not an active selection. 😕😕 The only thing I selected is the background layer which I want to fill entirely.

That does not seem likely based on the screenshot. 

 

I would recommend that you create a Pattern Fill Layer, which you can merge that with the background Layer if necessary.
