Q for quick Mask
Edit menu
Choose Fill
Choose Color
Click Color for Color Picker Panel
Set B to 30 (or anything less than 100)
OK to close Color Picker Panel
OK to close Fill dialog
Q to deselect Quick Mask mode
Layer only sets fill to 100% Cannot set fill for less fill than 100%
Also, in edit drop down menu, Fill shows incorrect shortcut next to item. Shows only shift....F5 is missing.
Tried same procedure in PS25.2 beta...works fine. Also, correct shortcut sowing in menu dropdown.

UPDATE: Not a bug...user error. I reset my preferences and all is well now. Sorry...
It's probably a good idea to reset preferences and start fresh form time-to-time. Only took me about a half-hour to set things up again.
