Flow rate setting under 10% with keyboard not working after CC update

Hi,

I have an issue with setting the brush flow rate to below 10% with keyboard. The shortcut should be Shift+0+quickly the number, but it keeps jumping to 10%, 20% etc., like it is not getting the 0 at the beginning. Opacity works just fine, it's just the flow rate that's not working. The issue occured after I updated to latest version of Photoshop CC 2018.

I use the flow rate and most of the time I use it under 10%, so this is a huge issue for me. Anyone notice the same problem? Any suggestions about solving this?

No problem here on Windows 10 and Photoshop CC 19.0.1 (r.190)

For example hold Shift key down whilst typing 03 :

hold Shift key down whilst typing 08:

If you are on a similar system try resetting the tool :

Thank you for your quick answer. Unfortunately resetting the tool did not make a change in the issue.

Just re-reading your first post - are you holding down shift whilst pressing both first and second digits  ( i.e. keep shift down throughout both numbers) ?

If you are , and resetting the tool did not work, then you could try a preference reset. Preferences > General >Reset Preferences on Quit
