Help with Ultimate Retouch Panel Plug In

Hello, 

I'm hoping someone can help me I had to Uninstall and reinstall Photoshop and when I did ubfortunately my " Ultimate Retouch Panel" wasn't backed up. I tried contacting Adobe and was told to ask this board for getting in contact with the plugin developer for reinstallation of the Ultimate Retouch Panel plugin... Does anyone have any information they can help assist me with getting in touch?
