How can I align layer using shortcut keys?

I work with multiple layers including texts. I need to know why the layer align is disable and how can I use shortcuts key to align the layer in center

To align a single layer you have to give it a reference, and that is usually Select All  That would allow you to centre the layer. To align layers with reference to each other, you have to select the layers concerned.  The Align icons will then be available to be clicked on.

how can I use shortcuts key to align the layer in center

Many operations that have no default shortcut can be assigned one under Edit > Keyboard Shortcuts or recorded into Actions and shortcuts assigned to those.
