Is the banknote a Smart Object?
If so: Edit > Transform > Warp
To get a front and back image you may have to use two SOs and Layer Mask, though.

Free Transform > Warp to fit the template with slight overlap
Repeat for the back of the bill
It takes some practice with the Free Transform > warp
You can see how the handles overlap the template. It would be _much_ more difficult without that clipping path controlling the visible outline.
