How do i configure my grid to be exactly aligned to the edge of the artboard?

I have set my grid in the preferences to Gridline every 1 pixel and Subdivisions = 1 but the squares are not lining up to the edges of my artboard meaning I cannot centre align my shapes. I have this same setting in the preferences of Illustrator and the grid fits correctly so I'm not sure why it's not doing the same in Photoshop?

Here is an example of a 200px canvas with a 150px circle inside it. If you look on the right edge and bottom edge you can see the pixel squares are not correctly lining up to fit exactly inside the canvas and this results in my shape not being aligned correctly to the grid lines on it's outter edges. There appears to be an extra half pixel added to the right and bottom edges making it impossible to slign the shape to the centre.

What setting do i need to add in oder for the grid lines to fall exactly inside the canvas?

1. • Go to the "View" menu.
   • Select "New Guide Layout".
   • In the dialog box, set the number of columns and rows you want.
   • Make sure "Margin" is set to 0.
   • Click "OK".

2. Adobe Illustrator:

   • Go to the "View" menu.
   • Select "Guides" and then "Make Guides".
   • Alternatively, you can drag guides from the rulers to the edges of the artboard.
   • To create a grid, go to "View" > "Show Grid". You can adjust the grid settings in "Preferences" > "Guides & Grid".

3. Sketch:

   • Go to the "View" menu.
   • Select "Canvas" and then "Show Layout".
   • Adjust the layout settings in the right panel. You can set the number of columns, gutters, and margins.

I have th elatest Illustrator version (28.7.1) and there is no funciton New guide layout. How can I acces this feature??
