Hi

In Preferences > Tools turn on show transformation values "top right"

Turn on the ruler (from view menu). Right click it and set it to inches.
Use the ellipse tool set it to Shape in the options bar

Hold Shift and Alt to pull out a circle from the centre watching the value in the size box as you do so. No need to be exact.

Go to the options bar and over-type the  W value with 4.75 in and H the same (you can type in "4.75 in")
Done

Hi

Just select the Ellipse Tool and then click on the canvas and enter the values you want, type in "in" for inches

or you can set it from here

That's actually a better way, Ged. The circle is automatically created on a separate layer as a Smart Object.

Open the rulers (ctrl/cmd r), set units to inches. Open your document, select the eliptical marquee tool. You will hold down the Shift key while dragging for that perfect circle. You should see a small box by your cursor telling you when you've reached 4.75 inches.  Then use Edit > Stroke to select line weight and color for the circle.

Try that and if there are any further questions, I will be glad to help.
