HOW TO CHANGE DEFAULT FRAME RATE?

Hello,

I am wondering if anyone can tell me how to change the default frame rate in Photoshop so I don't have to keep typing it in? This seems like something very simple but I am not a super user and don't know how to do this. Can anyone advise me? I want to change the default frame rate to 1.5.
