How to change height and width individually in Print?

I'm trying to make print CD art I made, so the dimensions need to be 4.75 by 5.5. But Photoshop CC 2017 does not allow me to change the height or width without automatically changing the other value. Is there any way I can edit them individually?

    If you want to distort your image just click on the link Icon in the image size dialog to unlink your image's aspect ratio and set in the size you want to distort your image into.

    You should actually create your image for the CD case with the right aspect ratio for the cd case or do a center crop of the image for the CD case. Why would you want to distort your art work?

    Go to the Photoshop preferences, click the general tab, and click the box that says "use legacy free transform"

    I made an account just to parrot this. I was having the same problems and this solution solved it perfectly.

    That is not a correct statement. You can change them individually two/three ways.  Without distortion you can crop.  With distortion the are two way Content aware resize and with image size unlink width and height and make the change you want.
