How to create this design/effect?

Hello, I was wondering if anyone had any ideas on how to create this kind of design either on Photoshop or Illustrator? The colours don't matter too much. I just can't figure out how to create the effect. Thanks!

One can »bend« streaks to a certain extent with Puppet Warp, I guess.

This is the exact look actually! Did you create multiple paths and then use puppet wrap to modify them individually?

Actually I created a Noise-Smart Object, scaled it and additionally transformed it horizontally within the Smart Object (plus some Blend if and Color Overlay on a Group to »isolate« white streaks).
