Hey guys, do you have any idea on how to create this kind of effect?

I'm more interested in knowing how to create this colored outline. I know this is not inner glow cause don't stick like this.

You can use Stylize - Find edge. and change the color edge. then blur it ....... put this layer above and select screen blend mode.
