How to resize image to include border from framing?

I have a 24x36 image I want to have printed and when I checked with the frame manufacturer the frame overlay is 5/16".

 

I was going to do a solid color background of white and then resize the image. How would I resize the image to incorporate the white border? Could I simply add a Solid Color of white as the bottom/1st layer? 

 

Separately, should the white border be 1/4" or 3/16"?

It is a matter of personal aesthetics but I believe an image 24x36 deserves to set in a bevel-matte.  That would extend the overall area to be framed, and will add to the framing cost but, if your budget can handle it, the the effect can be stunning. I suggest you discuss this with the framer who could offer suggestions regarding matte width and color as well as frame material. You should also consider uv protection to retard fading.

Thx for the info. Never considered bevel-matte, but I will defintely take a look.

Open your image and reduce the size to 23.5x35.5 

create a new document 24x36 (white background)

drag your image onto the background holding the shift key(this will center it)...you now have a half inch border.

If the overlay mount is 5/16 the white border will be 3/16
