Installing external plugins from other websites

Hey there! So I wanted to install the Intel Texture Works Plugin for Photoshop, but I can't find any folder or option to install external Plugins and scripts downloaded from other sites.
I am using the newest Photoshop Version with Creative Cloud Desktop.

Plug-ins are normally stored in this location

C:\Program Files\Adobe\Adobe Photoshop 2021\Plug-ins

There's no guarantees it will work with version 2021
