layer menu keeps popping up by accident

 for some odd reason, the layer style options keeps popping up when i select a layer with my stylus pen. am i hitting the layer wrong? can i disable this feature and just manually select it?

It sound like you are getting a double click  with your pen so the layer style dialog opens. See if the pen devices driver or pen preferences customizations app has any settings related to double clicking...

    for some odd reason i followed your instructions and it still pops up whenever i select a layer with my stylus. i even checked my windows 10 settings and it's still doing the samething
