Layer opacity is 100%, but rectangle is transparent

I need to add a solid rectangle to my design, but it seems that no matter what I do, it is opaque. The layer is set to opacity 100%. Screenshot attached. Thank you.

    Move the layer to the top of the layers panel. It is partially hidden behind other image layers.
