Be advised that this patch is experimental and may have side effects. What the flag does is terminate the drag by reading the mouse-hardware directly, looking for button-up. Events which have not been processed yet would get processed later, after the hardware-driven button-up has been seen and handled, and might cause unexpected side effects, especially when working quickly. I'm just not sure how such side-effects might manifest in the user experience, and I'm much less confident of Pen-driven events with this flag enabled. It might be just fine for your purposes, but please be on the lookout for odd behavior. Thanks.

Amazing ❤️ This seems to be a fix! I have only been able to test on one of 3 workstations this evening but I will test the rest and confirm. For now, at least on this workstation the PSUserConfig.txt seems to have resolved the issue finally

We can repro this and have something we would like you to try:

Create a text file named PSUserConfig.txt and put it into your Photoshop setting folder (C:\Users\<username>\AppData\Roaming\Adobe\Adobe Photoshop 2025\Adobe Photoshop 2025 Settings\)
Paste this string into that text file: AllowCheckActualMouseDownNow 1, save, relaunch Photoshop and let us know if you can still repro the problem.

Unfortunately I did not see the prior report dated October 11, 2024.

I've logged bug PS-151750 to track this issue specifically with the Transform Handle Mouse-Up not being detected. We'll accumulate information in that bug and see if we can reproduce.

If you need me to get on a video call to show you anything about the affected systems I will literally do that, I have been dealing with this annoyance for years.

@CShubertand @CJButler marked this as Fixed (here https://community.adobe.com/t5/photoshop-ecosystem-discussions/p-cursor-gets-stuck-on-transform-handle-in-photoshop-22-5-1-windows-only/td-p/12343584/page/5) but it has not been fixed at all, and many others report the same. They recommended starting a new thread if the issue persisted, which I did in October but which was ignored (https://community.adobe.com/t5/photoshop-ecosystem-bugs/completely-broken-hand-move-tool-still-stuck-in-transform-handle/idi-p/14911502).

Affected versions: Every version of Photoshop since at least 2019. This includes 26.3 and 25.12.1 (the two I have currently installed) but also every other version of 25, 24, etc.
Other relevant information: Windows 10 Home / Business both affected, Windows 11 Home affected
Hardware: All different hardware. I have systems with Intel i9 12700k, i9 12900k, MSI motherboards, dell motherboards, Bluetooth mouse (Logitech Anywhere MX3), Hard-wired USB mouse. All NVIDIA GPUs but RTX 3060 FE, RTX 4080 Laptop, RTX 3080 FE. PCs themselves from all different manufacturers, this happens on Dell, MSI, Acer, Asus, etc.

None of these things make any difference, the bug occurs on all systems equally. None of them have a tablet or any tablet drivers. Some users mentioned issues with Wacom drivers potentially causing this, FYI I have never had a Wacom (or any other) tablet installed on any of these systems.

I'll note that the thread linking this behaviour above is from 2021 so this bug has been known for 3+ years and not fixed.

I will post the systemInfo, but again, this happens on all of my PCs so I expect this is a software issue and not a problem with any of the affected machines. I have had at least 6 separate systems over the past 5 years all from different manufacturers and this issue has existed in every single one.

I'm really sorry we haven't been able to resolve this yet. Could you let me know which version of Photoshop you have installed on your Windows computers? It would be super helpful if you could share the System Info from one of the affected machines. You can find it in Photoshop under Help > System Info. Just copy the info to a text file and attach it to your response. Also, if you could share a video of the issue, that would help us try to reproduce it on our end.
