Key frames are add in a video time line to animate smart object layers, 3D layers etc. If you created a frame animation time line you add Frames.  You may be able to use Tween to create the animation frames between two frames to animate the transition between the frames

Keyframes are only available in a video timeline. They are not available in a frame animation. You choose between video and frame animation when you first add a timeline to the document.

Right!

I had read sloppily and it should have been the »Create Video Timeline«-button …

I knew that you knew that Christophe. It was for the benefit of the OP.  🙂

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Timeline, Options Bar, …) visible?

Did you actually press the »Create Frame Animation«-button?
