Not All panels appear in Photoshop while using the custom shape tool

Hello, if you are searching for the old shapes, go to the hamburger menu of that panel, and click on legacy shapes, it will append the old groups.

It is also possible to drag your favorite shapes out of the folders.

Sorry that you do not other panels in Photoshop while using a custom shape.You may restore your workspace in Photoshop and let us know if that helps.

Select the Default or Essentials workspace from the workspace switcher in the application bar.
Select Window > Workspace > Reset [Workspace Name].
