Online Help not available - internet not seen

If I select Help>Photoshop help... on my Mac version of Photoshop I'm told:

"Unable to display online help. Connect to the internet and try again. For more information, see http://www.adobe.com/go/offline_help"

This message is displayed by ALL my Adobe applications but only on my desktop computer. My laptop computer doesn't have this problem.

This is not a recent problem. It began about CS4 and has persisted over two changes of computers, the shift to Creative Cloud.

There must be some preference deep in the system that isn't pointing to the right place.

I have just removed and reinstalled both Photoshop and Lightroom. The condition hasn't changed.

How should I further troubleshoot this problem?

Thank you for your suggestion, JJMack. Unfortunately I'm on a Mac, not Windows. Using the Help>Photoshop Help... command is where the problem happens.

There's clearly a setting or some small file that migrates across versions and is coupled with my own settings that is putting all the Adobe products on the wrong path.

I would imagine the Photoshop Help on a Mac would be just like like on Windows.  The Adobe Photoshop would open a URL.  Make sure you Mac associates a URL with your system default browser.   Did you change your system default browser.  I did on my Windows system.  I changed Microsoft default Browser Edge to Google Chrome instead.    Photoshop Shortcut Mac Help Key on your mac I believe Safari should open Adobe Photoshop Learn & Support
