I have tried searching for this but am not coming up with any recent discussions, so I am wondering if this is on my end and not a bug. When I am using my brush tool the keyboard works to set my opacity (or flow if I am on airbrush) but the shift+number doesn't work. Does anyone know what might be causing this?

I noticed that my Shift + Numpad doesn't work either for the Flow on my work PC but it works using the numeric keys above the letters

I am running Windows 10 and the most current version of CC 19.1.3. This isn't a new issue, as a matter of fact I don't think the shortcut has ever worked for me (though granted, I only tried it for the first time a year ago). I have attempted it on and off for the past year, and have tried looking for a fix, but now I figured I would post since I am not finding anything.

Have you got any other software installed that might intercept the key combination? Example might be screen recording software.

Well spotted Ged. I was also using numeric keys above the letters (which does work) - not the separate number pad (which does not work).

Flow will not work on number pad either but opacity will. Just checked.
But it's not a shortcut I normally use, but thought I'd give it a try also.

I have the same problem and I'm using Windows 10 64 bit English version with a Logitech keyboard. I can use the num keys to change a layer opacity just fine (assuming I've clicked V first). But Shift + num keys does nothing for brush flow.
Shift + the number keys above the letters does work, so thank you for posting that! Its quite an odd bug and I hope Adobe fixes it. It works perfectly fine on a Mac and drives me crazy and interrupts my design flow. Thanks!

It doesn't work with the number pad, only with the top-row numbers.
Irritating, but at least I can use it now.
