when attempting to open a photo in Photoshop on my HP Laptop, details below, the photo appears in the layers tab bottom right, but not in the workspace /desktop: It is a constant Black / White strobe. The desktop /workspace flashes Black and white

Apologies for the flashing/strobing you're experiencing when opening files, this tends to affect older graphics cards (GPU) that don't support all of the aspects of DirectX 12.
For Windows:
For macOS:
We would like to find out if there are any of you on Windows for whom:
A. Use Older GPU Mode is Checked, and
B. Deactivate Native canvas is Unchecked, and
C. are still experiencing this strobing issue with a GPU that supports DirectX 12?
If so, could you please provide Photoshop's Help > System Info dialog text in this thread?

Disable native canvas worked for me. Just as well because removing preferences didn't work and disabling the graphics processor makes it unusable - stupid suggestion...

Something I encountered: It seems that the multiple layer selection feature isn’t working as before. Before to select multiple layers in the layer panel, I’d press either shift or ctrl, select the layers to group or whatever. But, with PS2020, this feature isn’t working. Has the method for selecting multiple layers in the layers panel changed? Might be able to select a couple layers, but then the layers style panel pops open and layers already selected are no longer selected

Still no fix for Photoshop 2022. Flickers like crazy and also there is a lag when using the brush tool. Reproduceable on 3 different iMacs, all different models. MacOS Ventura and Monterey. None of the fixes here do anything.
Installed Photoshop 2023 to test it out and it does the same thing.
