Panels are Stuck in Panel Group Columns, Cannot Switch Columns or Become Floating Panels

If this is intended, it's really not functional for me. I've read this article, which doesn't explain why I cannot drag any of the panels out to become floating tabs or other organizational functionality. They can only shuffle within their group and be extended, opened and closed.
The panels in my PS will NOT
+ be moved to create new groups
+ move panels between groups
+ be moved around within columns for ordering
+ be popped out to be a floating, moveable panel
This behaviour has been retroactively applied to older workspaces I've saved as well, where floating panels are now saved into these unmoveable panel groups, rendering previous workspaces unuseable.
Using Photoshop 24.2.0, but this bug has persisted through numerous updates.
I am using a Windows PC on Windows 10.
Repro
0) Restart PC
1) Start Photoshop through task bar shortcut
2) Have panels open or open a set of panels through Window > [ Panel name ] OR through Window > Workspace > [ Workspace Name ] OR through the Workspace dropdown menu of previous saved workspaces.
3) Use your mouse, finger (on touch) or Wacom Pen to click, hold and drag the panels from any clickpoint to perform any functionality that would be expected, see above article.
Result
The panel will not move or perform most of the expected functionality.
Notes
The state of number of documents open, from 0 to 10+ does not change the lack of functionality.
Other panels continue to be floating, not docked. If they are docked, they will become stuck there as well.
