The error is
could not open image because of a problem with the file format module interface
The file I am trying to open is openable in paint .net or gimp
the image is 383652 x 3143 pixels

After I crop the image into half it works. I had to use Python script to halve it. But this is literally unacceptable.

You seem to be over by 86,652 pixels along the horizontal.

If you repost this as a feature request (that is, support for greater maximum pixel dimensions of 300,000 by 300,000 pixels per image), I'll vote for it.

open source paint .net and gimp are able to opent he file but photoshop is not

@Warren Heaton i see and it is a shame
Photoshop supports maximum pixel dimension of 300,000 by 300,000 pixels per image. This restriction places limits on the print size and resolution available to an image.
I have 600k by 5k and it fails
This has to be increased.
Open source models are supporting even bigger such as GIMP and Paint .NET

I agree, and I think that this would make a great feature request.
I did a quick search and didn't spot anything related to image dimensions and the 300,000 by 300,000 limit.
