Photoshop (All version 23 & 24) blinking submenu + menu

Hi all

I have a weird problem and i had it for a very long time all the way through v23 and v24

The menu and submenu are blinking constantly. Watch the video and see what i mean.

It's so annoying and i have tried everything. Trash preffs, reset, new install. Everything.

You're using Photoshop 2023 in the video.

Please share  the system info of Photoshop from Help > System info > Copy & paste into a text document > Upload to Creative Cloud files https://assets.adobe.com/files) and share the link with us.

Hi and thx for replaying.

No it's an Intel Mac, Macbook Pro 15" 2018 16GB Ram, 512GB SSD and dual graphic card. Running macOS Monterey 12.6.8 and everything runs fine it's just my photoshop doing this weird thing.

I have another Macbook Air 2020 also Intel with same OS but smaller Mac specs but the same thing is happening there ?

I even tried to clean the plugin folder but that didn't helped. I tried many many things.
