Photoshop can't open any file

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

My situation is different from yours. I didn’t have any pop-up panels. I had a problem during the painting process. I couldn’t use all the pop-up panels such as liquefaction or camera, including creating a new file or opening any file. Nothing happened.

So, I have the same problem. I want to open a RAW-File, then nothing happens anymore. If I take a close look, a window which says "Some KI-masks have to be updated" appears for one second, but dissapears at the same moment. The main window of Photoshop does not react, it seems like there is some kind of pop-up or second window, but it is not seen with strg+tab. If I press strg+F4 (which closes opened windows) the main window reacts again. I can't help. I deinstalled Photoshop + Camera Raw for two times, restarted everything, deleted main settings. Does not work.

When I restart the computer, photoshop can be used normally again, but after using it for a while, these problems will appear again

and I click ctrl s to save file ,it will show "save as" panel

Click to open the file, a circle will appear to load the file, and then disappear instantly, nothing happens
