Photoshop CC 2018 Freezing

I see that there are many other similar issues on this forum with no answers so I decided to put my own in hoping to receive an answer. Using Photoshop CC 2018 with 64-bit Windows 10, when choosing Print Settings within Photoshop, the program freezes. I have researched and found that removing the Adobe Photoshop CC 2018 Prefs.psp file located in Appdata > Adobe Photoshop CC 2018 folder fixes the issue after a restart. However, once the computer is restarted again, the problem comes back. The printer drivers are up to date and that has been ruled out as a non-issue since the printer is available in other software. I have tried a fresh install of Windows as well as reinstalling the Photoshop software. Again, on a fresh install it worked the first time, then after a restart it came back. I would really appreciate a fix on this. Thank you.

    I updated to the latest version of Photoshop CC but still I have the same issue.  Start working, then suddenly Photoshop just locks up and there is no recovery. Only way to turn off is to go to task manager (see attached image)

    When I do this is what I see. Never saw those with photoshop prior, but never had to end task either.  I have windows 10pro with a 1050tI nvidia card with 6TB of harddrive, so that is not the problem. Just started back in late March after an update. Trying to figure out what that update was and go back to that version if possible.

    When you say it "freezes" - is it a complete freeze - or given time (say 1- 2 minutes) does it move to the next stage i.e. it could be waiting for something from the Windows print system which Photoshop uses in a different way to many other apps.

    It's a complete freeze. When I did get it to work it would delay maybe two seconds but generally it completely locks up.

    Have you tried uninstalling and updating/reinstalling your printer driver?  Note : The printer may well work from other apps but it was explained to me recently by a member of the Adobe development team that Photoshop uses parts of the print driver and system that other apps do not, so it is still worth a try.

    If sound like you have determined that something is corrupting your Photoshop preference file "Prefs.psp".  Delete this file.  Start Photoshop so Photoshop will generate a new good "Prefs.psp" file. Then Immediately use a system utility to change that file attribute to Read ONLY.  Then print something using Photoshop.  See if you can catch what is changing that file.

    I tried that with no success. It still froze after starting Photoshop back up and the same after a restart.

    I also want to add, this problem is affecting all users. Since this is a user-based change, that is not a solution.
