Photoshop crash/bug

When I use photshop, it seems normal until a few minutes in. What would happen is that the tool that I'm using turns into my computer mouse cursor and won't work, even though my tool is still selected. 

Not only does that happen, I also can't zoom in or out. When I change my tool for another tool, it will still show as the computer mouse cursor and still won't work. 

The only "fix" I have right now is to reopen photoshop, but this problem happens very often which makes it extremely frustrating for me to reopen photoshop again and again and again.

If someone could help me with this predicament, that would be gladly appreciated.
