Photoshop crashes as soon as launched

Every time I open Photoshop I see an error message during loading which says 'This Face Expression file is bad or corrupted', I click ok and PS opens, then crashes after a few seconds.
The error report solution/workaround gives various methods to fix this, most of which I've done (update GPU driver, delete CT Font cache etc...) but the what I can't do is disable the GPU as the program crashes before I can do so...
This is the same for PS 25.1 and 24.7.2. However 23.5.5 does work ok, but I want to use generative fill so need the newer version.
Any suggestions?

Hi Ged, thanks for your message. 
I followed Jane's steps and the 'Face expression file' error message no longer appears, but PS still crashes within a second or two...

Remember to backup your settings before doing the preference reset

Also can you post your Photoshop system info, in Photoshop go to Help > System Info, hit the copy button and paste the entire thing into this thread

Try navigating to c:/program files/Adobe/Photoshop 2024/Required/Plug-ins/Filters and add a ‘~’ to the front of both the MaterialsFilter and MaterialsSuite plugin names in the folder. Then check to see if the app launches without crashing.
