Photoshop Keeps Crashing when Using Text Tool & Not Enough RAM False Warning

I just realized this today because I haven't use photoshop since I updated into Windows 10 1803 (RS4). Upon launch everything seems fine, then when I open a project and added text, photoshop freezes and crashes without any "crash errors" like the RS4 settings bug. I tried updating and re-installing photoshop but nothing worked. When I launch it back up, it says GPU driver problems so it turned off GPU acceleration, which didn't help at all. When messing around I also noticed that Photoshop is only using up 512MB of RAM max when it usually uses up 1000 - 1500MB of RAM and 2200MB max. And every time I tried any filters, it will say "out of RAM" even though there is still 40% RAM available (4GB). So, I thought it was the Photoshop RAM allocation setting in Preferences > Performance. And somehow only the performance tab was broken (the others like general, export, etc were working fine). Every time I tried clicking that tab this happens:

I can't even save that file because this happens every time I hit Ctrl + S:

Every filter doesn't work because of "not enough RAM"

So... I don't know what's going on here or how to fix it. I have tried everything but rolling back because I can't roll back to Falls Creators (1709)

Edit: Sometimes the save function works, only if RAM usage by Photoshop is below 500MB.

Hi ASEM1123,

Sorry that you're getting not enough memory error in Photoshop after you've installed the Windows 10 1803 version update.

We've identified this as a known issue and our Engineers are working on it. 

In the meanwhile, I'd recommend that you take a look at the workaround mentioned in this article Invalid Numeric Entry - An integer between 96 and 8 is required and let us know if that helps.

Just change the value data to the amount of RAM you have, so if you have 4GB input 4000, 8GB input 8000 etc

This issue has been fixed in Photoshop CC 19.1.5 (June 2018 release). Please refer the solution mentioned in this article Error while accessing performance preferences - 'An integer between 96 and 8 is required.' before updating.
