Photoshop not loading correctly

Photopshop is not loading correctly, the homescreen is missing text and images as far as I can tell (screenshot attached). Also, when I try to create a new doc or "Save As" a document the pop up box is empty and I cannot see any text (screen shots attached) Please advise.
