I've been struggling with this error for a long time. Since I get this error, I cannot use Photoshop cc2020 and above programs. Even though I paid Adobe, unfortunately I have to find cc2019 somewhere and use it. As a creative cloud member, I want to use new versions without any problems. I would like to answer some of your questions I guess:
Yes, I formatted it many times.
Yes, I uninstalled and reinstalled many times.
Yes, I tried it many times in different versions.
Yes I am getting all updates.
