Photoshop Snapping Won't Work When Grids Set to Percent

Just recently I've had this problem. I have had my grid set to 100 percent and use the subgrids as my guide. But just recently my marquee tool or rectangle tool won't recognize the subgrids and won't snap into place. I've searched the forums to see if there was a similar scenario, but no dice. Suppose I have my grid set to 100 percent and I have four subgrids. It will snap vertically and horizontally on the first row, but it won't snap horizontally for the remaining rows. I came across this problem yesterday, and updating to the latest Photoshop didn't help any.

    I don't seem to be having that problem. Do you have snap to grid checked?

    Yes, I have all the Snap Tos checked. I even deselected and reselected them, but the same thing keeps happening.

    When all else fails, reset your preferences. Have you done that?
