Find the file with File Explorer (Windows) or Finder (Mac). Double click to open the file and see if that works.

Check the file size.  Is about what you'd expect, assuming you know what the contents are.

Install an alternative .psd view like Ifanview (I don't know if they do a version for the Mac) and see if you can open the file with that?

Is this the only file that won't load? If so, it means the file could be corrupted.  Did it save and close the last time you had it open? i.e. did your system crash or lose power while saving it?

Do you have earlier versions or a back up?

@Rizky26732607lrq2 please refrain from multiple posts for the same issue. I've merged both threads in to this one with multiple follow up inquiries.

This is the Photoshop Elements forum.  Your error message seems to be a Photoshop CC error.  I am moving your post to the Photoshop Ecosystem forum.

What are the hard drives (how many, what kind, what is on each, what capacity, and how full)?

Are you running out of free hard drive space?
