Print size is smaller than image on screen

I am having trouble printing an image to the dimensions I specified (7-inch wide x 5-inch high) and to what I see on my monitor. The printed image dimensions are 6.19 wide x 4.44 high.  This problem also exists for an 8 x 10 photo.  In the past Adobe Photoshop versions, I had not encountered this problem.  Attached are screenshots of various settings.  I'm placing each 5 x 7 image on an 8.5 x 11 sheet. Selecting all, then pasting it on another 8.5 x 11 sheet so I can have two 5 x 7 photos on one sheet.  See the five screenshot attachments for the information shown below.

Note: the screen ruler shows the correct width on the screen, but when I view to actual size and measure with a ruler, the image width is smaller.
