Problem with free transform tool in actions

So I am trying to create a script for creating star trail effects for my astrophotography, but when ever I try to record an action of transforming the image ever so slightly photoshop doesn't record the action correctly and I am left with a different recorded action than what I changed. Anybody know what might cause this issue?

Show us your problem. You need to show the document size and resolution your recorded the action transform step on.  State the settings you used recording the Actions step and expand the Actions step in the action palette so we can see that the settings are not the setting you used recording the step.  I have never seen a step recorded Where Photoshop did not record the users settings correctly.  I have seen Photoshop recoded image size  steps  and canvas size step where only the  width or height was recorder because  the resize was constrained or the user only change the width or height the users may have set the other side value in the step's dialog  but the value entered was the current size so Photoshop did not record a change in size for that unchanges side.  If you wrote a Photoshop Script you need to show the transform statment you coded.

That could be it. I didn't know photoshop couldn't display as precise a measurement. But when ever I try to go back in and change that transform action it is like photoshop changes the numbers in Width Height Rotation and Skew different from what I originally put in.

I hardly understand what confuses you.

I created exactly the same action on a file of your size. Transformation 99.95 - 100.05.

In the info panel and in the action itself, I see the numbers 100 - 100.1.

This is the result of rounding on the screen.

If you make a double click on the action (to re-record it), or turn on the diaog mode in action and just run it, then you will see that your initial numbers 99.95 - 100.05 will be in the options panel fields.

Q.E.D. The action is recorded correctly.

Convinced you?
