Problems starting Adobe Photoshop CC 2021

I open photoshop and I get stuck in the main screen without having the possibility to create a new project or open an existing one, no dialog box appears.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
