Is there any way to remove frame/borders around a image that could be of any solid color with actions?

Stephen, I remember Julieanne Kost talking about this some years ago. She said to set rulers to percent before recording the action when dealing with unknown image size, which sort of makes sense.

Yes, depending on the task, either using % or PX are often the best units for automation if physical size/resolution PPI aren't consistent.
